| KYRGYZSTAN: First Central Asian international conference on energy efficiency and energy conservation in construction sector to be held in June 2010 |
In June 2010a big international conference will be held on energy efficiency in construction sector of Central Asian countries. This was announced at the round table “Energy Efficiency Issues in Construction Sector of Kyrgyzstan organized by CAMP Alatoo Foundation and UNDP/GEF “Improvement of energy efficiency in buildings” with support of the State Agency on Architecture and Construction.
Participants of the round table – partners, beneficiaries, representatives of government structure, public organizations and academic community – watched a film titled “Energy Efficiency”, as well as were introduced to the “Programme on Energy Efficiency for Conservation of Natural Resources and Improvement of Life Conditions” and UNDP/GEF “Improvement of Energy Efficiency in Buildings” projects.
Participants then discussed the planned activities within the future projects and Camp Altoo and UNDP/GEF ‘Improvement of Energy Efficiency in Buildings” activity for 2010. Energy efficiency problems are presently key to mitigation of socio-economic situation. Use of energy efficiency technologies are now considered as an effective document for conservation of natural resources and improved living standards of population. A need arises in regards with this for discussion and taking measures to address a number of issues at political, institutional and legal levels, as well as practical application of energy efficient technologies in construction sector and implementation of relevant activities.
All these issues which are important not only for Kyrgyzstan but for all Central Asian countries, will become a topic for discussion at the first international conference on problems of energy efficiency and energy conservation in CA countries which is planned to be held in June 2010. As the manager of UNDP/GEF “Improvement of Energy Efficiency in Buildings” project, Ms. E. Rodina noted, the aims of the upcoming conference are excjange of experiences, discussing the existing problems and attracting international dono and investor attention to these problems.
E. Rodina stressed that promotion of best practices on energy efficiency and energy conservation in construction sector is one of the most important problems. To address this problem a training module is now being developed with cooperation CAMP-Alatoo and other partners which will be introduced into the state norms of higher educational institutions. Also the work is now underway over development of a technical solutions catalogue taking into account energy efficiency both for private individual constructions and serial ones.
Another important point was touched upon by Ms. Rodina which is monitoring in construction sector. The monitoring will be carried out on the energy efficiency criteria, which is now developed under the UNDP project. It is also planned to adapt Energy Efficiency Guide developed by Dutch experts. On the whole the project is facing an important task: to introduce energy efficiency technologies in construction sector.
Among results achieved in 2009 E. Rodina calls development and introduction of construction norms and rules approved by the State Agency on Architecture and Construction of the Kyrgyz Republic.
Ruslan Isaev, Coordinator of projects Public Fund Camp Alatoo told about the results of the Energy Efficiency Programme, which focuses on pilot projects on heat insulation of hiouses in rural area, introduction of technologies including through training of local people, construction of energy efficient stoves and development of microcrediting system in this sector. R. Isaev told that experience gained in 2010 will be a basis for the big project under which it is planned to introduce energy efficient technologies in 6000 houses and build 3000 energy efficient stoves.
Almost all participants of the round table noted that one of the success factors in introducing energy efficiency technologies can be an effective wide scale informational campaign for advocacy and promotion of innovations and real experience. As practice shows population highly appraises the benefits from introduction of these technologies in construction and widely disseminating this experience. And this is a key to success. As one of the obstacles was called lack of a targeted state policy in energy efficiency in construction sector. During the round table an intiative was forwarded on development of a State Programme on Energy Efficiency in Construction Sector, within which the discussed problems would be addressed systematically and comprehensively.
