| KYRGYZSTAN: Training on introduction of strategic environmental assessment into micro-crediting company |
First of 9 planned trainings on “Introduction of Strategic Environmental Assessment into Micro Crediting Company” was held last weekend by UNDP Environment Programme in KR in partnership with Mol-Bulak Micro-Crediting Company.
Participants of this training were officials of micro-credit organizations, who can now apply in practice one of the effective analysis tools – Strategic Environmental Assessment in business activity, what should undoubtedly increase their social and environmental responsibility in releasing credits.
The aim of this training is to inform in practice about the specifics of environmental risk assessment methodology performed as part of integrated economic and environmental accounting of business-projects.
During the training participants get familiarized with such concepts as “environmental risk” and “Environmental risk factors”, obtain a general overview on environmental risk management process and learn how environmental risk assessment is carried out, as well as try to use the acquired skills in practice.
The training programme besides others include: situation analysis (SWOT) based on 5 capital (financial, social, human, environmental, physical), assessment of resources in developing of business ideas, definition and formulation of potential environmental development areas accounting the results of situation analysis, environmental responsibility as a required element of business-projects, application of new environmental and social technologies in business practice, economic, social and environmental performance as a business efficiency criteria как критерии эффективности бизнеса.
In practice part, participants learned to fill out check lists examine already financed projects and analysed case studies of negative environmental and health impacts of business projects. This is the first ever training for strategic environmental assessment of micro crediting activity in Kyrgyzstan. As the results of post-training opinion poll, this theme is really important for officals of micro crediting organizations: participants expressed their wish to continue these trainings to deepen their knowledge and develop skills in this area. The next training will be held soon in Issyk-Kul, Naryn, Osh and Jalal-Abad oblasts of the Kyrgyz Republic.
The aim of this project in the broader context is tom make credit resources accessible for implementation of environmentally oriented activity at the local level. This is a priority area both for the UNDP Environment Programme and Mol-Bulak Finance Micro-crediting company. The latter is planning to support more effective access to resources for the projects aiming to provide environmental security as well as for sustainable development of local communities and rural people. This, in its turn, will become a stimulus for socially responsible lenders to be more sensible when taking and using credits aimed for environment protection.
Ainagul Samidinova, Director on Business Development, Mol-Bulak Finance:
“When working with a client to evaluate his or her business project, we should include an analysis, which helps us identify whether this activity will have negative environmental impact or not. Also in opening credit financing to him or her, we should look if there is a plan to reduce adverse environmental impact. After this training we are planning to develop a system of indicators, which would enable us to assess the client not only from the perspective of his credit capacity but also environmental hazard. By the way, the amount of credit credits will depend upon the results of assessment. Another important point is that if a business of our client causes the environmental risk, he/she is also at risk: environmental fines can damage business activity, what in its turn increases the risk of credit default.

“If to analyse the business clients deeply it is very important to identify the impact of financial activity on environment. Due to the shortage of information and knowledge in environmental assessment area we run the risk of giving incorrect credits. I think this training will the gaps in this sphere and after its completion we can apply our knowledge in strategic environmental assessment in practice”.

“Training on Strategic Environment Assessment for financial organizations is held for the first time in Kyrgyzstan. The aim is to make credit organizations to take into account the environmental impact into account when providing resources to creditors. At the training we teach to assess the business idea comprehensively: from the point of getting profit, economic efficiency, social impact and environmental risks. This will give an opportunity for territories to develop, rational use of nature resources, which in its turn will ensure the well-being of current and future”.
