Laboratory for Economy and Ecology of Water Sector

(Viktor M. Yakimov, Head)

The main research directions of the Laboratory are as follows:

  • Development of scientific foundations for rational use of water and land resources;

  • Pricing in Water Sector; and

  • Creation of information reference systems on natural resources.

The country’s perspective demand for water has been evaluated on the basis of the developed perspective water balances of the transboundary river basins. It was found out that this demand exceeds the country’s limits determined by the existing regional water allocation scheme by three times. The conducted research demonstrated that in Kyrgyzstan the irrigated land availability is the lowest in comparison with other Central Asian countries. This fact emphasizes the need for revision of the existed water quotas and increase of the country’s share. This position has been represented in Main Provisions of the Interstate Water Allocation Strategy and Kyrgyz National Water Strategy on the Use of Transboundary Water Resources.

Certain works are carried out to develop systems that could help to record and evaluate natural resources. Special attention is given to the following systems:

information reference systems to record the country’s natural resources (for public use); and information reference systems to record and evaluate the status of land resources.

Developing the systems, the Laboratory works in close cooperation with the Information Support Center of the Institute.

Taking into consideration the obtained forecast emphasizing the decrease of the Issyk-Kul lake level, some responses, including interbasin flow diversion, have been worked out. Among the most priority responses is diversion of the Arabelsu river flow. Feasibility Study “Perspectives of the socio-economical development of the Djety-Ogyz region based on rational use of water and hydropower resources” demonstrated high effectiveness of the above mentioned response.
